A Troy bar that was shut down due to numerous problems could soon reopen.

A former employee of the 315 Exchange bar plans to re-open the bar under the name "Cocktails and Dreams."

Council members say they are concerned about it re-opening because of past problems, but a liquor license was approved - - as long as all building and fire codes are met.

In 2012, 35 people were arrested at the bar for underage drinking.

It closed after the Alcoholic Beverage Control board took away its liquor license.
