Alabama Prison Commissioner Kim Thomas says 18,000 inmates would have to be released unless lawmakers find a way to fill a $184 million gap in the Department of Correction's funding.

Thomas says it will be a public safety issue if 18,000 out of the 25,000 inmates are back out on the street if the budget plan approved by the Alabama Senate is put into effect.

The governor's office released a statement saying the pending general fund budget is unworkable saying, "We will continue working with lawmakers and agencies on ideas that seek to make the most effective use of the resources we have available."
