ADOC says Isaiah Powell Chambers was arrested for attempting to introduce contraband at Red Eagle Community-Based Facility in Montgomery.
The fatal shooting happened around 8:26 p.m. on Saturday, February 1 in the 1200 block of Eastern Boulevard.
Officers and fire medics were called around 5:05 p.m. Thursday to Gatsby Drive at F Scott Court after receiving a call that a person had been shot.
The parade is part of the National Cherry Blossom Festival, which runs from March 20 through April 13 in the Nation's Capital.
