 Jospeh Ossington is reunited with his dog, Toby, after the holiday weekend.    “He got out two times Saturday from being scared. This morning, I went outside  and the gate was open. I couldn’t find him anywhere. Luckily, he was here,” said Ossington.   Toby and many other dogs are in the same situation after getting  loose over the weekend….
