Troy Police Chief Randall Barr has announced his retirement after 33 years working for the department.
The Millbrook police officer told the woman that the Instacart driver, who was supposed to deliver her groceries, had been arrested on a felony warrant. The officer then dropped off her groceries that had been in the Instacart driver's car.
