Animal owners listen up, it may soon be a criminal offense to unlawfully chain your dog.

Many animal lovers embrace the idea of a bill that says no to choke collars and heavy chains. But some have their doubts about how to legislate compassion.
Jennifer Gallagher rescues animals across the River Region and many of the animals come from difficult situations. Gallagher said, “You see a lot of these puppies that are ten pounds and they have a ten pound chain on them, that would not be legal anymore.”

She’s talking about a bill making it’s way through the statehouse. It would make it a class b misdemeanor to unlawfully chain your animal in a way that doesn’t meet specific requirements.
This bill had it’s first read in the house and will now go to committee.
Vets, shelters and grooming facilities are some of the places that would be exempt from the tethering law.
